DUMAS: The Slow Strangulation of Black Business Opportunityย 

The 8(a) Business Development Program is a long-standing initiative designed to help small businesses owned by socially and economically disadvantaged individuals compete in federal contracting, but critics argue it is outdated, vulnerable to abuse, and legally fragile, and that the real question is whether policymakers will do the harder work of governing it effectively or use enforcement as a pretext for eliminating it.
