The D.C. Council unanimously approved a five-year contract for the Washington Teachers’ Union, appointed Jed Ross and Dr. Unique N. Morris-Hughes to the board of D.C. Water and Sewer Authority, and extended a law preventing steep inflation of the District’s rent-controlled units.
