Mayor Muriel Bowser on Monday — in conformation with the first day of the new fiscal year — began rolling out several investments made in her “Fair Shot” budget that will include reduced property tax rates for qualifying seniors and 2 percent employee cost-of-living adjustments that will go into effect Oct. 14.
