Public Schools met on Tuesday to negotiate the terms of a new collective bargaining agreement for thousands of public school teachers, but DCPS Chancellor Lewis D. Ferebee and other central office representatives were absent, resulting in a pattern of late-night negotiations that has left teachers dissatisfied.
