The District of Columbia has filed a lawsuit against Mikhail Phillips and his companies for allegedly forcing tenants to live in dangerous and unsanitary conditions at two apartment buildings in the Deanwood neighborhood, and is seeking court-appointed receivership to rehabilitate the properties and remedy the violations.
