The Fresh Start Act of 2025 is a bill introduced by Maryland Sen. Chris Van Hollen and Delaware Sen. Lisa Blunt Rochester to provide states with grants to modernize their criminal justice data infrastructure and facilitate automatic expungement and sealing of eligible criminal records.
